Is a foreign national personally liable for a Turkish company's debts?

In both LLC and JSC structures, shareholder liability is limited to the paid-in capital. However, in an LLC, shareholders can be held jointly liable for public debts (taxes, social security contributions) that cannot be collected from the company. In a JSC, shareholders are fully protected from public debts.
