Is Money Received Into Payoneer Taxable in Turkey? Audits, Penalties and the Right Setup (2026)

Short answer

Yes. Payoneer is only a payment tool; the tax comes from the work, not where the money sits. For listed services sold to a client abroad, the service export earnings deduction runs at 100 percent in 2026. Its condition: the entire amount must reach a Turkish bank in time. Money waiting in the Payoneer balance does not meet it.

Sahin Tuhan CPA is a TURMOB-licensed accountant within Sistem Global Danışmanlık, practising in Istanbul since 2003. For companies and sole traders selling abroad, his work covers the conditions of the deduction, expense allocation and the route the money takes; for a fixed-scope review there is Cross-Border Income Structuring.

The Payoneer question I am asked most often is this: “The money comes into Payoneer, I never withdraw it to Turkey, is it taxable?”

The short answer: where the money sits does not decide the tax. The earnings arise the moment you deliver the service. Payoneer is not a bank but a payment tool, and tax rules do not recognise tools; they look at what the work is, where the client is, and where the money eventually lands.

This article takes the three questions a Payoneer user has, in order: is there tax, how does an audit start, and what it means to set things up correctly. The most expensive mistake I see is none of these: payment for the last job of the year lands in the balance in December, the transfer is put off to the new year, and that year’s deduction is gone.

Is money received into Payoneer taxable in Turkey?

Yes, though for most freelancers the tax payable can be reduced substantially.

The general picture of tax on selling services abroad from Turkey is set out separately; this article narrows to what Payoneer changes and what it does not.

If you provide a service to a client abroad, two separate advantages apply at once. First: no value added tax is calculated on a service provided to a client abroad. This advantage does not look at the type of work, and applies to everyone from a translator to a software developer.

The second and larger one is the service export earnings deduction. The work listed in the law falls within it: software, design, engineering, architecture, data analysis and medical reporting among others. If your work is on that list, the full earnings can be deducted from the tax base today. The rate is 100 percent from 1 January 2026; before that it was applied at 80 percent.

The list is closed and some work is outside it: translation, content writing, digital marketing, virtual assistance and general consulting do not benefit from this deduction. Which work sits on the list, and how income is separated in a mixed profile, I covered in detail in the article on service export exemptions for Upwork and Fiverr earners.

So the sentence “it comes into Payoneer” tells you nothing about tax. The sentence that does is this one: what work do you do, where is the client, and where does the money finally arrive.

Is Payoneer banned in Turkey?

No. Using Payoneer is not prohibited, and choosing it to receive payment does not by itself create a tax problem.

The real question is not use but declaration. What the tax administration cares about is not which platform you used, but whether the earnings arising from it were declared. There is a confusion here: what people ask in forums as “is Payoneer banned” is usually the implicit form of a different question, “what happens if I do not declare this money”.

The authorisation status of payment institutions in Turkey can change over time, and that is a separate matter to check when choosing your tool. Your tax obligation, however, arises from the work you do, not from that status.

Why does money left in the balance cost you the deduction?

This is the most frequently missed condition of the earnings deduction: the entire earnings must have been brought to Turkey by the end of the filing period.

The word “entire” is decisive here. The full set of conditions of the service export deduction sits in a separate article; this is the one that catches people. When part of it stays in the Payoneer balance, the deduction is not reduced proportionally; it is lost completely, including the part that did arrive. If 90 percent has come and 10 percent waits in the balance, the result is as though you had brought in nothing.

This happens without anyone deciding it. What usually occurs is this: payment for the last job of the year drops into the balance in December, the transfer is postponed to “the new year”, and that year’s deduction is gone.

Where the money sits produces a different outcome for the exemption:

Where the money sits Consequence for the exemption
Waiting in the Payoneer balance Counts as earnings not brought to Turkey; if it does not arrive in time the deduction is lost
Spent abroad with the Payoneer card Still counts as not brought in; spending does not take the earnings off the record
Transferred to a Turkish bank in foreign currency The condition is met; the receipt and transaction summary are archived together
Transferred to a Turkish bank converted into Turkish lira What matters is that the money reached Turkey; the receipt has to show which work it paid for

The transfer calendar has to be set without waiting for year end, because a gap noticed in December usually cannot be closed. If you want to look at which row your situation falls into, the first call is thirty minutes and free.

Does spending with the Payoneer card count as bringing money to Turkey?

No. Spending with the card does not count as having brought the money to Turkey.

Shopping abroad with the Payoneer card, or paying for a subscription abroad, means spending money that is waiting in the balance. The earnings have still arisen and still have to be declared; but the condition for the deduction, bringing the money to Turkey, has not happened.

In practice this picture emerges: the person spends with the card all year, no transfer appears at their bank, and at year end there are both earnings to declare and no deduction to apply. The convenience of the card turns into the cost of the deduction.

Can Payoneer income go into a 20/B account?

For content, online tutoring or app store income, the 20/B exemption requires all of the income to be collected through a Turkish bank account opened for it, and there is no explicit rule for payment institutions such as Payoneer. What the official sources do say is set out under the 20/B exemption account.

Can the tax authority see Payoneer deposits?

The direct answer: the administration does not see inside your platform account, but it does see the regular foreign currency deposits arriving at your bank.

An audit usually starts like this: similar amounts in foreign currency arrive in a bank account every month, and no registration or declaration appears against them. The gap between those two is one of the patterns that stands out in the administration’s data analysis.

The result is usually not a direct audit but first an invitation to explain. From the moment that letter arrives, the calendar and the cost change: a thirty-day period runs for your explanation, and after that date the voluntary disclosure route closes.

What should the bank transfer description say when withdrawing from Payoneer?

Write the invoice number or the client name into it. The record showing what the transfer was matters as much as the transfer itself, and that one line is what makes the amount traceable later.

Two documents are archived together: the transaction summary on the Payoneer side and the receipt from the bank in Turkey. The first shows which client the money came from and for which work, the second shows that the amount reached Turkey. What is asked for during an audit is not a single document but this chain itself.

Where the chain breaks is this: when the bank description arrives blank or generic, which invoice the amount paid for cannot be established afterwards. This is why the description is filled in at the moment of transfer and not reconstructed afterwards.

A transfer never reaching the account, or being held up, is a separate heading; I gathered the reasons and the fix in the article on why banks treat incoming transfers as loans.

What if I did not declare Payoneer income in past years?

Opening a new registration does not close the past. This is the second big heading that gets misunderstood.

The day you register sets the period from that day on. If there are undeclared earnings in past years, those years are declared separately. The good news: on a declaration made voluntarily, before a letter arrives from the tax administration, no tax loss penalty is charged. After the letter arrives that route closes.

So the order matters more than the amount. Looking first and deciding afterwards is both cheaper and calmer than waiting for the letter and then running.

In short

Payoneer does not create tax; the work does. The only thing Payoneer does is get those earnings to you.

Three sentences are enough:

  • The earnings arise the moment you deliver the service, not while the money sits somewhere.
  • The condition of the deduction is that the entire earnings reach Turkey in time; money waiting in the balance or spent with the card breaks that condition.
  • The past is not closed by a new registration; but looked at before a letter arrives, it closes cheaply.

How this set-up is built, from registration to the transfer calendar, is on the freelancer accounting and tax advisory page. Everything a person selling services abroad has to follow is gathered in the service export guide.

Frequently asked questions

Does filling in the W-8BEN form Payoneer asks for mean I pay tax in Turkey?

No, that form has nothing to do with Turkey. The W-8BEN tells the party making the payment that you are not a United States resident, so that withholding there is applied correctly. Filling it in neither creates nor removes an obligation in Turkey. Tax here looks at whether the earnings arose in Turkey and at your own registration; the form does not enter that calculation.

Payoneer deducts an amount when I withdraw to my bank. Is that tax?

No, that deduction is not tax; it is the platform's withdrawal fee and the bank's charge. Tax is calculated on your annual earnings, not on the amount withdrawn, and it is paid through your return. Those charges can be deducted as business expenses to the extent they relate to the work. To make that case you need to keep the withdrawal summary and the bank receipt together; without both, the amount can neither be expensed nor matched to income.

How long can I leave money sitting in my Payoneer balance?

Leaving it there is not prohibited, but if you intend to use the service export earnings deduction, the entire earnings must reach Turkey by the end of the filing period. For a freelancer filing annually, that period is the practical limit. If part of it stays in the balance, the deduction is not reduced proportionally; it is lost completely, including the part you did bring in. This is why the transfer calendar is set before year end.

Would using Wise instead of Payoneer change anything for tax?

No. Both are payment tools and the tax rule does not recognise tools; what is examined is the nature of the work, where the client is, and whether the earnings reached Turkey. The tool matters in one respect only: how easily you can document things. A tool that lets you match each payment to the work it paid for, with a receipt, makes your position far easier during an audit.

I have a company but the Payoneer account is in my own name. Whose money is it?

If the company issues the invoice, the payment has to reach the company as well. An amount arriving in a personal account does not count as the company's collection and creates a shareholder current account balance that has to be explained. It also causes a problem on the deduction side, because the earnings are expected to reach Turkey into the company's account. If you work through a company, the payment account should be opened in the company's name too.
